San Jose officials have scheduled an emergency Wednesday meeting of the city's redevelopment agency in a bid to protect funds for planned projects from the state's clutches.More than a dozen other California cities have taken such moves in recent days, alarmed by Gov. Jerry Brown's proposal to shut down the roughly 400 local redevelopment agencies throughout the state.Faced with a $25 billion deficit, Brown wants to divert some of the $5 billion in property taxes that redevelopment agencies currently receive to schools and other basic services."City after city is taking specific action to protect their local funds from being swept up by the state," San Jose Redevelopment Agency Executive Director Harry Mavrogenes wrote to the City Council, which acts as his agency's board of directors.Wednesday's meeting -- an extraordinarily rare gathering on just 24 hours notice -- calls for San Jose to "protect and secure existing obligations" and start buying and building projects that are part of the city's capital improvement and affordable housing plans.Details were still in development late Tuesday, but Mavrogenes said the idea is to enter into "cooperative agreements" with the city that bind existing redevelopment funds to planned projects
